President Mnangagwa to Launch Minimum Service Delivery Standards in Bulawayo

President Emmerson Mnangagwa is expected in Bulawayo tomorrow morning for an interface with councillors from the country’s 92 local authorities. The engagement will culminate in the launch of the Minimum Service Delivery Standard Framework at the Zimbabwe International Exhibition Centre.
This marks the second time the President is meeting with local authorities, following the inaugural indaba held in Harare in November 2023. That meeting resulted in the development of a national blueprint titled A Call to Action: No Compromise to Service Delivery – First Stage of Interventions to Modernise the Operations of Local Authorities Towards Vision 2030.
Following the first interface, local authorities were directed to draft roadmaps aligned with Vision 2030 targets. In support of these efforts, the Government developed the Minimum Service Delivery Standards to guide implementation and improve service provision.
Approved by Cabinet last month, the framework outlines the baseline for services that all local authorities must provide. The standards aim to clarify what citizens should expect in terms of quantity, quality, time, and cost of services.
Additional objectives include defining the minimum cost of service provision, ensuring uniformity and consistency across local authorities, and creating a basis for evaluating citizen satisfaction with services delivered.
