Ukraine Raises Alarm Over Alleged Recruitment of Africans by Russia for War Effort

Ukraine has alleged that Russia recruited nearly 3,000 citizens from 36 African countries to support its military operations in the ongoing war against Ukraine, raising fresh concerns over the growing internationalisation of the conflict and the increasing involvement of foreign nationals in Moscow’s war effort.

The allegations were disclosed by Liubov Abravitova, Director of the Department of Africa and Regional African Organizations at Ukraine’s Foreign Ministry, who said at least 2,965 African nationals had either fought or were actively serving alongside Russian military forces as of May 1, 2026.

Abravitova warned that the actual number of African recruits could be significantly higher, citing challenges in accurately monitoring and documenting foreign enlistment linked to Russia’s military campaign.

According to Ukrainian authorities, the countries reportedly most affected by the recruitment drive include Kenya, Egypt, Cameroon, Ghana, Nigeria and Uganda, with officials alleging that Russian networks have increasingly expanded recruitment activities across the African continent.

Kyiv claims Moscow is employing a range of recruitment methods to attract foreign fighters, including promises of scholarships, employment opportunities and outreach through religious organisations — strategies Ukrainian officials say may appeal to economically vulnerable individuals seeking opportunities abroad.

Ukraine has further warned that Russia plans to recruit as many as 18,500 foreign nationals in 2026 as part of broader efforts to reinforce military capacity amid the prolonged conflict.

In response to the alleged recruitment campaign, Ukrainian authorities say diplomatic engagements with African governments have intensified in an effort to counter the trend and raise awareness about the risks associated with foreign military enlistment.

Officials in Kyiv indicated that several African governments are already cooperating in initiatives aimed at discouraging their citizens from joining the conflict and addressing concerns surrounding recruitment activities.

The allegations emerge as the war between Russia and Ukraine continues, with both nations seeking to strengthen military capabilities while international scrutiny over foreign involvement in the conflict intensifies.

Russia had not publicly responded to the allegations at the time of reporting.
