SADC Ministers Convene in Harare to Chart Sustainable Health Financing Path

Harare is set to host Finance and Health Ministers from across the Southern African Development Community (SADC) from July 2 to 3 for a high-level meeting aimed at addressing the region’s growing health financing challenges amid declining donor support.

The strategic gathering, being hosted by the Government of Zimbabwe in collaboration with the SADC Secretariat, will focus on strengthening domestic resource mobilisation for healthcare and developing sustainable financing mechanisms to safeguard critical health programmes across the region.

Delegates are expected to deliberate on a range of priority issues, including increasing national investment in health systems, enhancing public financial management, expanding local pharmaceutical manufacturing capacity and strengthening preparedness and response mechanisms for disease outbreaks and other public health emergencies.

According to SADC, the region is currently grappling with an estimated US$10 billion health financing gap, a shortfall that threatens the sustainability of key programmes targeting HIV and AIDS, maternal and child health, nutrition, and other essential healthcare services.

The meeting will bring together a broad spectrum of stakeholders, including ministers responsible for finance and health, representatives of the African Union, parliamentarians, private-sector leaders, civil society organisations and development partners.

A key outcome of the summit is expected to be the adoption of the SADC Health Financing Strategic Action Framework, which will provide a roadmap for strengthening domestic health financing and building more resilient healthcare systems across member states.

Ministers are also expected to issue a Ministerial Outcome Statement outlining concrete commitments and collective actions aimed at reducing reliance on external funding, improving health sector sustainability and advancing universal access to quality healthcare throughout the SADC region.

The Harare meeting comes at a critical juncture as African nations increasingly seek innovative and home-grown solutions to secure long-term financing for health systems and protect gains made in public health and disease prevention.
