Parliament, ZPCS Sign Landmark Deal to Construct 210 Constituency Information Centres

In a significant move aimed at strengthening citizen engagement and enhancing access to parliamentary processes, the Parliament of Zimbabwe and the Zimbabwe Prisons and Correctional Service (ZPCS) today signed a Memorandum of Understanding (MoU) for the construction of 210 Parliamentary Constituency Information Centres (PCICs) across the country.
The agreement, signed at the New Parliament Building in Mt Hampden, marks a major step towards decentralising parliamentary services and bringing legislative information closer to communities nationwide.
The Memorandum of Understanding was signed by Clerk of Parliament Kennedy Chokuda on behalf of Parliament and Deputy Commissioner General Dr Granisia Musango representing the Zimbabwe Prisons and Correctional Service.
The planned constituency information centres are expected to serve as strategic hubs for civic engagement, providing citizens with improved access to parliamentary activities, legislative updates and information on governance issues affecting their communities.
Authorities said the initiative is designed to strengthen the relationship between Parliament and citizens by making parliamentary processes more accessible, transparent and inclusive.
By expanding access to parliamentary information at constituency level, the centres are expected to promote openness, accountability and public trust in governance institutions while encouraging greater citizen participation in democratic processes.
The partnership also highlights the growing role of the Zimbabwe Prisons and Correctional Service in national infrastructure development through skills training and production programmes, with ZPCS expected to contribute technical expertise towards the construction of the facilities.
The rollout of the 210 Parliamentary Constituency Information Centres is anticipated to significantly improve communication between elected representatives and the communities they serve, while reinforcing Parliament’s broader mandate of fostering participatory governance and national development.
