Government Grants Duty Relief for Returning Zimbabweans from South Africa

Written by on July 1, 2026

The Government has introduced temporary customs relief measures for Zimbabwean citizens returning from South Africa, allowing eligible returnees to bring personal household goods into the country duty-free as part of efforts to facilitate their reintegration.

In a public notice, the Zimbabwe Revenue Authority (ZIMRA) announced that the Ministry of Finance, Economic Development and Investment Promotion has approved a Flexible Customs Administration Mechanism designed to ease the clearance process for returning residents.

Under the arrangement, qualifying returnees will be permitted to import personal household effects without paying customs duty. The package also provides rebate facilities for the importation of used business equipment and allows one motor vehicle to be brought into the country under duty suspension, although Value Added Tax (VAT) will remain applicable.

ZIMRA said stringent verification procedures will be undertaken to safeguard the integrity of the programme, with applicants required to provide supporting documentation. Passports and travel records will be scrutinised to ensure that the concessions are accessed only by bona fide returning residents.

The intervention comes as Government continues to support Zimbabweans returning from South Africa following recent anti-immigration tensions that have affected some foreign nationals.

Authorities say the measures are intended to ease the transition for returnees, support economic resettlement and ensure that citizens returning home are able to transport essential personal and productive assets with minimal financial burden.
