TI-Z Welcomes Whistleblower Bill, Calls for Robust Protection Framework

Transparency International Zimbabwe (TIZ) has welcomed the gazetting of the Whistle-Blowers and Witness Protection Bill, 2026, describing it as a landmark development in Zimbabwe’s efforts to strengthen transparency, accountability and the fight against corruption.

Marking World Whistleblower Day, the anti-corruption watchdog said the proposed legislation demonstrates growing recognition of the vital role played by whistleblowers in exposing corruption, fraud, abuse of office and the mismanagement of public resources.

TIZ commended several provisions contained in the Bill, including protections against victimisation and reprisals, safeguards for the confidentiality of whistleblowers and witnesses, and the establishment of a dedicated Whistleblower Protection Unit and Protection Programme.

The organisation said the measures have the potential to encourage more citizens to report wrongdoing without fear, helping to strengthen institutional integrity, promote ethical conduct and enhance public confidence in governance systems.

However, TIZ stressed that the Bill should be further strengthened to ensure comprehensive and effective protection for individuals who risk their personal safety, careers and livelihoods in the public interest.

Among its key recommendations, the organisation called for an independent oversight mechanism to guarantee transparency, impartiality and accountability in the administration of the protection programme. It also advocated for financial assistance and psychosocial support services for whistleblowers, noting that many suffer economic hardship, social exclusion and emotional trauma after exposing corruption and misconduct.

The watchdog further urged authorities to prioritise timely investigations and swift resolution of reported cases, warning that prolonged delays could undermine confidence in the system and discourage future disclosures.

TIZ also highlighted the need for stronger legal safeguards for public interest disclosures made through journalists, media houses and civil society organisations, arguing that these channels often serve as critical platforms for uncovering corruption and promoting accountability.

As Parliament prepares to consider the Bill, TIZ called on legislators, civil society organisations and members of the public to actively participate in consultations to ensure the final law reflects international best practices and provides meaningful protection for whistleblowers and witnesses.

The organisation said a robust whistleblower protection framework would be a powerful tool in combating corruption, strengthening democratic governance and fostering a culture of integrity and accountability across both the public and private sectors.

The Whistle-Blowers and Witness Protection Bill is expected to become a key pillar of Zimbabwe’s broader governance reform agenda, aimed at improving transparency, safeguarding public resources and reinforcing the rule of law.
