Government Tightens School Transport Safety Framework Following Tragic Learner Accident

Government is set to introduce stricter regulations governing the transportation of schoolchildren as part of a comprehensive drive to enhance road safety and prevent future tragedies involving learners.

Speaking during a memorial service for seven pupils who lost their lives in a recent road traffic accident, Primary and Secondary Education Minister Torerai Moyo said authorities are developing a stronger regulatory framework aimed at safeguarding children who rely on public transport to travel to and from school.

The proposed measures will focus on critical safety areas, including strict passenger limits, enhanced vehicle roadworthiness standards, emergency preparedness requirements and tighter controls on the transportation of hazardous materials in vehicles carrying learners.

Under the planned reforms, transport operators will be required to comply with more rigorous safety standards, while mandatory vehicle inspections and strengthened monitoring mechanisms will be introduced to ensure compliance. Government is also considering tougher penalties for operators who violate safety regulations, reflecting a firm commitment to protecting schoolchildren on the country’s roads.

Minister Moyo said learner safety remains a national priority, adding that the proposed measures are intended to create a safer and more accountable transport system for pupils across the country.

Authorities are expected to engage transport operators, regulatory bodies and other key stakeholders before finalising the new framework. The consultations will help shape a comprehensive approach to school transport safety while supporting broader national efforts to reduce road accidents and protect vulnerable road users.

The planned reforms come as Government intensifies measures to improve road safety standards and strengthen public confidence in the transport sector, particularly in services used by schoolchildren.
